GIBDD website from abroad: why gibdd.rf won’t open and where to check traffic fines now

In short

The GIBDD website doesn’t open everywhere abroad: on October 12, 2026, it answered probes in Russia and Kazakhstan but not a data center in Germany, and our server abroad hasn’t received the page since the evening of October 9. Fines and license data are available on Gosuslugi and in Gosuslugi Auto. Via the Russian location of Liberum VPN, the home page loaded on October 12.

Checking a fine, looking up a car’s history before buying it, or seeing where things stand with a driver’s license: many people are used to doing all of this on gibdd.rf (a Cyrillic address, xn--90adear.xn--p1ai in Latin characters). From abroad, the GIBDD website doesn’t always open: since the evening of October 9, our server abroad hasn’t once been able to load it in full. Below we cover what our October 12 measurements from different countries showed, which official services replace the State Traffic Inspectorate website, what can be done remotely, and in which case a Russian IP address could be useful.

Why the GIBDD website won’t open from outside Russia

Let’s start with the address. Typing gibdd.rf now immediately redirects you to gosavtoinspektsiya.rf (xn--80aebkobnwfcnsfk1e0h.xn--p1ai): that was the case in all our October 12 measurements where the server answered at all, and the page title there reads “Official website of the State Traffic Inspectorate.” The agency’s name has changed too: in May 2024, its head Mikhail Chernikov announced that GIBDD is once again officially called the State Traffic Inspectorate (Lenta.ru). So getting in requires both addresses to work: if the first answers and the second doesn’t, the page still won’t open.

The failure itself looks different from time to time. Sometimes no connection is established at all; sometimes the page starts arriving and breaks off halfway. We couldn’t find an official explanation. In April 2026, the Ministry of Digital Development told Interfax that during large DDoS attacks developers may temporarily restrict foreign traffic, and that some restrictions are imposed by individual countries and providers. Whether this applies to the State Traffic Inspectorate website is unknown.

One more thing, about safety. The government portal Obyasnyaem.rf warns about fake sites whose domain name almost repeats the address of the real one, and advises checking the addresses of official resources. If gibdd.rf doesn’t open, don’t go looking for its “mirrors” through links in mailings and chats; use the official services described below instead.

October 12 measurements: where the GIBDD website opens and where it doesn’t

Only the home page was requested: we didn’t open any services or enter any data. Times are in UTC.

Address and where fromWhenResult
gibdd.rf — our server abroad, scheduled checks twice a dayOct 3–12, 20 timesthe page arrived 9 times (once not in full), usually in 4–16 seconds; since the evening of October 9, 7 failures in a row: the connection either wasn’t established or broke off
gibdd.rf — same server, a single requestOct 12, 22:35code 301, redirect to gosavtoinspektsiya.rf in 4 seconds
gosavtoinspektsiya.rf — same server, a single requestOct 12, 22:35code 200, but only 32 KB arrived in 40 seconds, and the page never finished loading
gibdd.rf — Russia: Moscow and Saint Petersburg; Georgia: a Tbilisi data center (Globalping)Oct 12, 22:37code 301 to gosavtoinspektsiya.rf; in Saint Petersburg the response took almost 8 seconds, in Tbilisi half a second
gibdd.rf — the Netherlands: an Amsterdam data center (Globalping)Oct 12, 22:37the probe got no DNS answer within 6 seconds, so the request never reached the site; we don’t count this result
gosavtoinspektsiya.rf — Russia: a Tomsk home network and a Moscow data center; Kazakhstan: Kazakhtelecom in Almaty, home network (Globalping)Oct 12, 22:37code 200, “Official website of the State Traffic Inspectorate” in under a second
gosavtoinspektsiya.rf — Germany: a Falkenstein data center (Globalping)Oct 12, 22:37no connection within 15 seconds

About the method. Globalping is a network of volunteer measurement probes run by third-party providers, and it decides by itself what counts as a home network and what counts as a data center. A program without JavaScript sent the requests; we didn’t run the fine or vehicle check services, so the table says nothing about how they work.

The picture is mixed. From Kazakhstan, the home page arrived in under a second; from Georgia, a request to gibdd.rf quickly got a redirect (we didn’t test the second leg from there); while the data center in Germany and our server didn’t get the page. This looks like a restriction affecting some foreign networks rather than all of them, but the site itself gives no reason. Note the first row too: during the first week of October, the site opened from our server in roughly two cases out of three, and since October 10 it hasn’t loaded in full a single time.

How to check fines and your license from abroad without the GIBDD website

  • Gosuslugi. The Ministry of Digital Development has stated that Gosuslugi “loads steadily from foreign IPs.” On the portal’s website, fines are collected in the “Payments” section, and in the mobile app under “Payments” → “To pay” (Autonews). If Gosuslugi itself won’t open, that problem is covered in the article on Gosuslugi not opening from abroad.
  • Driver’s license data. According to Autonews, the “Driver check” service has been removed from the State Traffic Inspectorate website. License details, the license status and information about any suspension are now shown by the Gosuslugi service “Obtaining information about a driver’s license,” found in the catalog section on transport and licenses.
  • Gosuslugi Auto. The official app of the Ministry of Digital Development: an electronic driver’s license and vehicle registration certificate, reporting a road accident under the simplified “European protocol,” notifications about new fines with payment right in the app, and, when selling a car, a check for liens before the contract is drawn up (as described in the App Store). Version 12.0.0 came out on August 28, 2026.
  • Vehicle check. The item is still in the State Traffic Inspectorate website’s menu. On Gosuslugi, you can order an extract from the state register of vehicles; since January 1, 2026, the short electronic extract costs 200 rubles (Government Resolution No. 1840 of November 20, 2025, ConsultantPlus). Gosuslugi Auto also offers a lien check before a sale.

On October 12, both of the ministry’s apps were in the App Store not only in Russia but also in Georgia, Kazakhstan, Armenia and Germany; Gosuslugi was at version 27.1.0 from October 1, 2026. We didn’t try launching the apps themselves outside Russia. How to pay fines and utility bills on time and not miss the end of your insurance policy while living in another country is covered in the piece on utilities, traffic fines and your car from abroad.

What can be done remotely

We don’t give legal assessments; this is only what the sources state directly.

  • Find out about a fine and pay it. Through Gosuslugi and Gosuslugi Auto, as described above.
  • Appeal a camera fine. As Garant reported, since September 1, 2021, a complaint against a ruling on a violation recorded by special technical means can be filed electronically, signed with an electronic signature or through a form on the court’s website, if the court has the technical means to accept it, and a copy of the decision on it may be sent through the Gosuslugi portal within three days.
  • View information about your own license. Through the “Obtaining information about a driver’s license” service on Gosuslugi.
  • Write to the State Traffic Inspectorate. The website itself has “Receiving appeals” and “Send an appeal” sections, but you can use them only when the site actually opens for you.

Replacing a license, vehicle registration procedures and other steps that require showing up in person are beyond the scope of this article: which of them can be done without a trip to Russia is best checked with the State Traffic Inspectorate itself.

The State Traffic Inspectorate through a Russian location: a trial week

If the official services don’t do the job, for example when you specifically need the vehicle check on the State Traffic Inspectorate website, you can try a Russian IP. On October 12 at 22:46 UTC, through Liberum VPN’s Russian location, gibdd.rf answered with a redirect and gosavtoinspektsiya.rf returned its home page with code 200, even though our server abroad received that page only partially in 40 seconds. This was a single check by a program without JavaScript; we didn’t run the services on the site.

Perhaps it will work for you, and trying costs nothing. Go to the Liberum VPS bot, sign up for free access for 7 days without a bank card, pick 🇷🇺 Россия (“Russia”) in the list of countries, load the bot’s subscription link into Happ or any other app that handles subscriptions, connect, and open xn--90adear.xn--p1ai (gibdd.rf). Many of the service’s clients use this Russian address at the same time; it is shared. The page a Russian IP address for government and other Russian sites closed to foreign addresses describes how this access works and what it costs.

What we don’t promise

  • That the fine and vehicle checks will work. We only loaded the home page.
  • That the site will open every time. Even one of the probes in Russia waited almost 8 seconds for a response, and from our server the site didn’t always open even before the outage.
  • That the Russian address is assigned to you. It is shared by many of the service’s clients.
  • That the picture won’t change. We describe the situation as of October 12, 2026; the site’s availability from abroad changed even within the single week we observed it.

Key takeaways

  • gibdd.rf redirects to gosavtoinspektsiya.rf, so both addresses have to respond for the page to open.
  • On October 12, the site answered probes in Russia and Kazakhstan, but not to a data center in Germany or to our server abroad; since the evening of October 9, our server has seen 7 failures in a row.
  • The driver check has been removed from the State Traffic Inspectorate website; license information is available on Gosuslugi.
  • Fines can be seen and paid on Gosuslugi and in Gosuslugi Auto; both apps are available in App Stores outside Russia.
  • Through Liberum VPN’s Russian location, the gosavtoinspektsiya.rf home page opened on October 12; a 7-day free trial is available, with no guarantees.

Frequently asked questions

Why won’t the GIBDD website open abroad?

There’s no official explanation. According to our October 12, 2026 measurements, the site answered probes in Russia and Kazakhstan but not a data center in Germany, and since the evening of October 9 our server abroad hasn’t been able to get the page. The Ministry of Digital Development has said that foreign traffic may be temporarily restricted during DDoS attacks, but whether the State Traffic Inspectorate’s outages are linked to that is unknown.

What is the State Traffic Inspectorate website’s address now?

The old gibdd.rf address works as an entry point: in our measurements it redirected to gosavtoinspektsiya.rf, where the page title reads “Official website of the State Traffic Inspectorate.” Be careful with look-alike addresses: the government portal Obyasnyaem.rf warns about fake sites whose domain names almost repeat the real one.

How can I check GIBDD traffic fines from abroad?

Through Gosuslugi: on the portal’s website, fines are collected in the “Payments” section, and in the mobile app under “Payments” → “To pay.” The Gosuslugi Auto app also sends notifications about new fines and lets you pay them. According to the Ministry of Digital Development, Gosuslugi opens from foreign IP addresses.

Where can I see my driver’s license data if the GIBDD website no longer has a check?

According to Autonews, the “Driver check” service has been removed from the State Traffic Inspectorate website. Gosuslugi has a service called “Obtaining information about a driver’s license”: it shows the license details, its status and information about any suspension.

Can I appeal a traffic camera fine while abroad?

We don’t give legal assessments. As Garant reported, since September 1, 2021, a complaint against a ruling on a violation recorded by special technical means can be filed electronically, and a copy of the decision may be sent through the Gosuslugi portal. Whether this applies to your case is a question for a lawyer or for the State Traffic Inspectorate itself.
