The FSSP website won’t open from abroad: how to check debts and travel bans
In short
The FSSP website won’t open from some foreign networks, showing “You have exceeded the limit on the number of connections to the site” instead. On October 10, 2026, this hit probes in Germany, the Netherlands and Georgia, but not Kazakhstan. Gosuslugi and the FSSP Android app let you check and pay debts. Via Liberum VPN’s Russian location, the home page opened without the limit page; the database search went untested.
Checked
“You have exceeded the limit on the number of connections to the site”: that is what you may see instead of the FSSP website from abroad, even if you haven’t visited it once today. Our server abroad has been getting this page on every request for a week, and on October 10 it was also shown to several Globalping measurement probes abroad. We’ll explain where else to find out about debts with the bailiffs and about travel restrictions, and what you can do without returning to Russia.
Why the FSSP website won’t open abroad
The limit page looks like protection against overly frequent requests, but in our measurements it appeared on the very first request. Our server abroad has received it every time since October 3, when we started checking: 16 automated requests, two a day, and not once the site itself. On October 10, Globalping probes in Germany, the Netherlands and Georgia also saw the limit page with code 503, both in data centers and on a home network in Frankfurt.
As far as we could find, the FSSP, Russia’s Federal Bailiff Service, has not explained this publicly. In April 2026, Mintsifry, Russia’s digital ministry, commented on Russian services in general: some restrictions on access from abroad are introduced during large-scale DDoS attacks (Anti-Malware.ru, April 27). And in the list of Russian resources unavailable from abroad that the author of the ITDog Telegram channel maintains, fssp.gov.ru was already listed in February 2026 (Habr, March 4).
The site is not closed to everyone, though: on October 10, the probe in Kazakhstan received the normal home page, so the cause seems to lie with particular countries or networks rather than with any foreign address. Inside Russia, the site also responded differently: one request from Moscow (a Globalping probe) received a “403 Access to the page is forbidden” page suggesting you write to technical support if you think the block is a mistake.
What we checked on October 10
We requested only the fssp.gov.ru home page, without searching the database and without entering any personal data. Times are UTC.
| Source of the request | When | Response |
|---|---|---|
| Our server abroad, scheduled checks | Oct 3–10, twice a day, 16 times | code 503 every time, with the “You have exceeded the limit on the number of connections to the site” page |
| The same server, a request by hand | Oct 10, 23:14 | the same, although the previous request had been almost 6 hours earlier |
| Germany (Globalping): Falkenstein, data center; Frankfurt, home network | Oct 10, 23:14, 23:15 | code 503, the connection limit page |
| The Netherlands and Georgia (Globalping): data centers in Amsterdam and Tbilisi | Oct 10, 23:15 | code 503, the connection limit page |
| Kazakhstan (Globalping): Kazakhtelecom home internet, Almaty | Oct 10, 23:14 | 200 — the normal home page of the site |
| Russia (Globalping): Selectel’s data center, Saint Petersburg | Oct 10, 23:14 | code 200 |
| Russia: the Timeweb network in Moscow, which Globalping labels as a home network | Oct 10, 23:14, 23:15 | first request: code 403 “Access to the page is forbidden”; second: code 200 |
| Through the Liberum VPN location in Russia | Oct 10, 23:16 | 200 — the home page arrived, which a script then assembles |
What this measurement doesn’t show. All requests were sent by a program without JavaScript. The fssp.gov.ru home page is a shell that a script completes in the browser, so we did not check whether the database search works. There was only one probe in Kazakhstan, and it cannot speak for all of the country’s networks.
Where else to find out about debts with the bailiffs besides the enforcement proceedings database
On its database page, the FSSP itself lists several official routes, and if the website won’t open for you, these are the place to start.
- Gosuslugi. The service suggests getting information on the progress of enforcement proceedings on Gosuslugi, the state services portal (service gosuslugi.ru/600352). You can also pay the debt there, which requires being a registered user of the portal. According to ComNews, Gosuslugi opens reliably from foreign IP addresses (April 28, 2026); if the portal still won’t load for you, read our breakdown of what to do when Gosuslugi won’t load abroad.
- The FSSP app. According to the service, it is available to users with a verified Gosuslugi account and is published in RuStore and Google Play. The FSSP page does not name an iPhone version, and an App Store search for “FSSP” in Russian turns up apps from private companies, so install only the one the service itself links to.
- Social networks. You can find out whether you have a debt through the Enforcement Proceedings Database app on VKontakte and Odnoklassniki.
- Payment slip. If the website opens, you can download and print a payment slip there. After payment, the database entry is deleted or changed not immediately but within 3–7 days: the money first goes to the bailiff office’s deposit account and only then is transferred to the creditor.
The database records themselves are public by law. Article 6.1 of the law “On Enforcement Proceedings” lists what in it is publicly available and establishes that this information is open, as a rule, until the enforcement proceedings end or are terminated.
Travel bans for debts: what people already abroad should know
Article 67 of the same law calls this measure a temporary restriction on the debtor leaving the Russian Federation. If the enforcement document was issued by a court, a bailiff may impose it on their own when the debtor, without good reason, has not complied with the requirements within the period for voluntary compliance: for alimony or compensation for harm to health or harm from a crime, when the debt exceeds 10,000 rubles; for other property claims, from 30,000 rubles; for non-property claims, with no threshold. If a debt under other claims remains unpaid two months after that period ends, a sum of more than 10,000 rubles is enough. For other documents, such as fine orders not issued by a court, the restriction is imposed by a court at the request of the creditor or the bailiff (Article 67, Part 3).
The bailiff sends the debtor copies of the orders imposing and lifting the restriction no later than the next day (Article 67, Part 10), and the law allows notices in enforcement proceedings to be sent to a personal account on Gosuslugi (Article 24, Part 3). If the debt is paid and the payment information reaches the GIS GMP state payments system, the FSSP automatically checks whether the amount is sufficient and issues an order lifting the restriction (Article 67, Part 7), sending the notice through the government services infrastructure (Article 67, Part 11).
According to the text of the article, this is specifically a restriction on leaving Russia. How it will affect your travel and whether it can be challenged depends on the circumstances of the case. We don’t give legal assessments: for a specific situation, it is better to see a lawyer.
What you can and can’t do remotely
- You can check. Gosuslugi, the FSSP app on Android, the social network app, and the database if the website opens for you.
- You can pay. Through Gosuslugi, if you are registered on the portal.
- You can write to the bailiff. Since late 2020, Gosuslugi has had a service through which debtors and creditors send applications, motions and complaints to the FSSP. In Mintsifry’s description, a debtor can, for example, notify the bailiff that the debt has been paid, ask for the return of excess deductions, or state good reasons for non-compliance. The service is available to registered users of the portal.
- You can receive notices. The law allows them to be sent to your personal account on Gosuslugi.
- You can’t do it without a verified account. The FSSP app works only with a verified Gosuslugi account, and paying on the portal requires registration.
- You can’t count on an instant update. After payment, the database entry changes within 3–7 days.
The FSSP database from a Russian address: a free week
If you need the bailiffs’ website specifically in a browser and it shows you the limit page, you can try a Russian IP. We checked this at 23:16 UTC on October 10: a request to fssp.gov.ru through Liberum VPN’s location in Russia returned the home page with code 200, without the limit page. A program without JavaScript does not fully assemble the page, so we did not test the database search this way.
Testing a Russian address is free, and it may work in your situation. The steps: launch the Liberum VPS bot, claim the 7-day trial (it asks for no card), tap 🇷🇺 Россия (“Russia”), drop the subscription link you get into Happ or another app that supports subscriptions, enable the connection, and load fssp.gov.ru. Keep in mind that the location’s address is used by many customers at once. For Gosuslugi, it is better to turn the connection off: the portal may restrict access with a VPN turned on (ComNews). For how the location works, see Russian IP access for sites closed to foreign addresses.
What we don’t promise
- That searching the database will work. Through the Russian location, we saw only the site’s initial response, without running scripts.
- That the FSSP website won’t turn away a Russian address. One of the Globalping probes in Russia received “403 Access to the page is forbidden” on October 10.
- That Gosuslugi will let you in while a VPN is active. ComNews reports that the portal may restrict access in that situation.
- That this article replaces a lawyer. We don’t assess whether a travel restriction is lawful in your case or how to have it lifted.
- That things will stay this way. We took these measurements on October 10, 2026, and they show the situation that evening.
Key takeaways
- Probes in Germany, the Netherlands and Georgia were shown the “You have exceeded the limit on the number of connections to the site” page by fssp.gov.ru on October 10, 2026, on the first request.
- The probe in Kazakhstan and Russian networks received the normal site in most requests.
- The official alternatives are Gosuslugi, the FSSP app for Android, and the social network app.
- A travel ban is imposed under Article 67 of the law “On Enforcement Proceedings”; after payment, it can be lifted automatically.
- Liberum VPN’s Russian location got the site’s home page; testing it costs nothing for 7 days.

Frequently asked questions
Why does the FSSP website say I have exceeded the connection limit?
In our measurements, this page appeared on the very first request from probes in Germany, the Netherlands and Georgia, so it has nothing to do with how often you visit. We could not find any official FSSP explanation; Mintsifry, Russia’s digital ministry, has generally tied restrictions for users abroad to DDoS attacks.
How can I check debts with the bailiffs if the FSSP website won’t open?
Through Gosuslugi: it has information on the progress of enforcement proceedings and a payment option. There is also the FSSP app for Android in RuStore and Google Play, which requires a verified Gosuslugi account, and the Enforcement Proceedings Database app on VKontakte and Odnoklassniki.
I’m abroad: how will I learn about a travel ban for debts?
The bailiff sends the debtor a copy of the order on the temporary restriction on leaving Russia no later than the next day, and the law allows notices in enforcement proceedings to be sent to your personal account on Gosuslugi. The restriction itself is imposed under Article 67 of the law “On Enforcement Proceedings.”
Will the travel ban be lifted if I pay the debt from abroad?
Under the law, if the payment information reaches the GIS GMP state payments system and the amount is sufficient, the FSSP lifts the restriction automatically and notifies you through the government services infrastructure. We don’t assess how this will work in your case; note that the database entry is updated within 3–7 days of payment.
Can I write to the bailiff without returning to Russia?
Yes, through Gosuslugi: since 2020, it has had a service for applications, motions and complaints in enforcement proceedings. You need an account on the portal. We don’t give legal assessments of specific cases.
