Rosreestr from abroad: the website won’t open — how to get an EGRN extract
In short
Rosreestr’s website won’t open from abroad because its server doesn’t respond to foreign addresses: on October 10, 2026, connections from Germany, the Netherlands, Georgia and Kazakhstan failed, while the pages opened from Russia. You can order an EGRN extract on Gosuslugi or via a representative at an MFC. The website responded via Liberum VPN’s Russian location, but login goes through Gosuslugi, which may refuse entry with a VPN.
Checked
An extract from the EGRN (Russia’s Unified State Register of Real Estate) or an application for registration: for these, people usually go to Rosreestr’s website, but from abroad rosreestr.gov.ru keeps loading until the browser gives up. Our server abroad hasn’t managed to connect to it once since our checks began on October 3, and on October 10 not a single foreign Globalping probe got through to the site either. Fortunately, you don’t need this website for an extract: this article collects the official ways to do without it, along with the telltale signs of look-alike sites and what we saw via Liberum VPN’s Russian location.
Why Rosreestr’s website won’t open from abroad
For a visitor abroad, the agency’s website shows neither an error nor an explanation: the connection simply never gets established. Our automated probe has been requesting rosreestr.gov.ru from our server abroad twice a day since October 3, and all 16 attempts ended in a timeout. We found no official statement from Rosreestr (Russia’s Federal Service for State Registration, Cadastre and Cartography) saying the website is closed to foreign addresses. Russia’s digital ministry (Mintsifry) wrote on April 27, 2026, that in exceptional cases, during large-scale cyberattacks, developers may briefly restrict foreign traffic (Vedomosti). That statement said nothing about Rosreestr, and our probe has seen the same picture all week.
There is also a second issue that gets in the way even when a connection does exist. In January 2023, it was reported that Rosreestr’s official website had switched to Russian security certificates (Online Tambov, January 12, 2023), and our measurement confirmed it: rosreestr.gov.ru served a certificate issued by the National Certification Authority (NUC) that Mintsifry runs, and the Chrome and Safari browsers do not trust it on their own. At the time, the agency recommended browsers with built-in Russian certificates, such as Yandex Browser or Atom, or installing the root certificate from the Gosuslugi portal (Online Tambov; Sprosi.DOM.RF, January 20, 2023). The personal account at lk.rosreestr.ru ran on a GlobalSign certificate in our measurement, which browsers accept. How such certificates work is explained in our article why bank and government websites say “Your connection is not private”.
What we checked on October 10: Rosreestr’s website and personal account
We requested the rosreestr.gov.ru home page and the lk.rosreestr.ru personal account page through Globalping’s open network of measurement probes, and also from our server abroad. We entered no data and did not sign in. All times are UTC, October 10, 2026, unless noted.
| What and from where | When | Result |
|---|---|---|
| rosreestr.gov.ru — Russia, Tomsk: home network (Globalping), two checks | 23:15 and 23:16 | code 200, page title “Glavnaya stranitsa” (Home Page); the ministry’s NUC certificate failed standard validation |
| rosreestr.gov.ru — Russia, Moscow: Timeweb data center (Globalping) | 23:15 | code 200, the same certificate |
| rosreestr.gov.ru — Germany: Falkenstein (Hetzner data center) and Frankfurt (home network), Globalping | 23:15 and 23:16 | Falkenstein: the probe got no DNS answer in time and never reached the site; Frankfurt: no connection within 15 seconds |
| rosreestr.gov.ru — the Netherlands, Amsterdam: data center; Kazakhstan, Almaty: home network (Globalping) | 23:16 | no connection within 15 seconds |
| rosreestr.gov.ru — Georgia, Tbilisi: data center (Globalping) | 23:15 | no connection within 15 seconds |
| lk.rosreestr.ru — Russia: MTS home network in Novosibirsk and Timeweb data center in Moscow (Globalping) | 23:15 | code 200, page title “Lichny kabinet” (Personal Account); the GlobalSign certificate passed validation |
| lk.rosreestr.ru — the Netherlands: LeaseWeb data center in Amsterdam; Kazakhstan: home network in Almaty (Globalping) | 23:15 | no connection within 15 seconds |
| rosreestr.gov.ru and lk.rosreestr.ru — our server abroad | 23:14; probe — Oct 3–10, 16 runs | no connection within 15 seconds; for the rosreestr.gov.ru home page, also none in all 16 probe runs (which wait 10 seconds) |
| rosreestr.gov.ru and lk.rosreestr.ru — Russian location of Liberum VPN | 23:17 | both pages responded with code 200; the program did not accept the NUC certificate on rosreestr.gov.ru |
What “no connection” means. The probe sends the server a connection request and waits 15 seconds for an answer that never comes. This is not an error page from the website: the server does not respond at all. In a browser, this shows up as a page that keeps loading and eventually reports that the wait has timed out. The “home network” and “data center” labels are assigned to each probe by Globalping itself.
Conclusion: from Russia, both pages responded within fractions of a second, while from abroad they did not respond in any of the 7 Globalping checks or a single time from our server, and in Germany and Kazakhstan the site did not answer home networks either. This looks like an address-based restriction rather than a random failure, but only the agency knows the reason.
How to get an EGRN extract if you are abroad
You don’t actually need Rosreestr’s own website to get an extract. Back in December 2023, Rosreestr’s office for the Magadan Region explained that the extract service on the Rosreestr and Roskadastr websites redirects users to Gosuslugi, Russia’s public services portal, and that the extract can be ordered there or obtained at an MFC (a multifunctional public service center). Below are the official routes. We don’t give legal assessments: check the details with the agency, an MFC or a notary.
- Gosuslugi. An owner can get an online extract on their own property free of charge through their own account: without plans or diagrams, and only for properties listed in their profile (a guide on the website of the Iskateley settlement administration, June 2025). Other extracts can be ordered there too, but they are usually paid. According to a Mintsifry statement of April 27, 2026, Gosuslugi “opens reliably from foreign IPs” (Interfax), and the gosuslugi.ru home page responded to our server abroad with code 200 in all 16 probe runs from October 3 to 10. If the portal still won’t let you in, the steps are collected in our article what to do if Gosuslugi won’t open abroad.
- Rosreestr’s personal account. You log in with your Gosuslugi account, and inside you can get any type of EGRN extract and file an application for registration; some actions require an electronic signature — with one, as Roskadastr puts it, the account offers significantly more functions (April 2026). But from abroad, lk.rosreestr.ru did not respond in our measurement.
- A representative at an MFC. According to a mos.ru help page, the request can be submitted by a representative with an identity document and a notarized power of attorney. A paper extract can be collected in person or received by post (the method is stated in the request); the deadline is up to 3 working days after the request and payment.
- A power of attorney from abroad. You can have it certified at a Russian consulate. For example, the consular section in Warsaw sees applicants by prior appointment and advises agreeing the text of a complex power of attorney in advance with the Russian institution or notary where it will be presented. The procedure differs between consulates.
- Post. According to the same mos.ru page, the request can be sent by post to the office of Roskadastr’s Moscow branch; the signature on the application must be notarized.
Keep in mind one more limitation that affects relatives and acquaintances. Since March 1, 2023, the owner’s personal data are not shown in an extract ordered by outsiders unless the owner has allowed their disclosure (Law No. 266-FZ; Sprosi.DOM.RF, February 20, 2023). Full details are available to the owner, their spouse, notaries and several other categories of people.
EGRN extract online: how to avoid a look-alike website
When the official website won’t open, search engines eagerly suggest sites offering “EGRN extracts online.” On August 17, 2026, Rosreestr listed the signs of illegal websites (D-Russia):
- the address resembles the official one but has doubled letters or an added “online”;
- you can’t log in to the site through Gosuslugi;
- the pages show price lists, advertising, links to mobile apps and payment methods;
- the site claims to act on behalf of Rosreestr or Roskadastr and copies the structure of their websites.
The same announcement named the websites of Rosreestr and Roskadastr, Gosuslugi, regional public service portals and MFCs as official sources of the data.
Test Rosreestr from a Russian address: one week free
At 23:17 UTC on October 10, we requested rosreestr.gov.ru and lk.rosreestr.ru via Liberum VPN’s Russian location, with a tool that executes no JavaScript but identifies itself as a regular browser. The connection was established: rosreestr.gov.ru returned code 200 along with its home page, although the program did not accept the NUC certificate, and lk.rosreestr.ru answered with code 200 and the shell of the personal account, which a script then builds. The timeout that foreign addresses get did not recur from the Russian address. We did not check what a real browser would see or whether login through Gosuslugi would succeed.
One contradiction is worth knowing in advance. The Russian location is a VPN connection, and on April 27, 2026, Mintsifry explained that Russian services restrict access via VPN for the security of the data users enter, and that this applies especially to government services (Vedomosti). So Gosuslugi, through which you log in to Rosreestr’s personal account, may refuse entry from such a location or demand that the VPN be switched off.
If you specifically need Rosreestr’s website in a browser, a Russian address costs nothing to test, and it might just work for you. Start the Liberum VPS bot, claim the free 7-day trial (you won’t need a card), pick 🇷🇺 Россия (“Russia”) from the locations, copy the subscription link into a client app like Happ, switch the connection on and go to rosreestr.gov.ru, ideally in a browser that trusts Mintsifry’s certificates. The address on the location is shared: other Liberum VPN customers use it at the same time as you. How a Russian IP for accessing Russian websites from abroad works is explained in our overview of that location.
What we don’t promise
- That Rosreestr will open for you. Both pages responded through the Russian location, but that was a single request by a program without JavaScript, not real use in a browser.
- That Gosuslugi will let you in through a VPN. Login to Rosreestr’s personal account goes through Gosuslugi, and Mintsifry explains restrictions on VPN access by data security, especially for government services.
- That the certificate warning will disappear. The ministry’s NUC certificate on rosreestr.gov.ru reached Russian networks too; whether to trust it is decided by the browser, not by the address.
- That we will assess your situation. We don’t give legal assessments: powers of attorney, transactions and property disputes are questions for a notary, a consulate or a lawyer.
- That the picture won’t change. Our measurements are a snapshot of October 3–10, 2026; the agency may open or close access without notice.
Key takeaways
- On October 10, 2026, rosreestr.gov.ru and lk.rosreestr.ru opened from Russia, while from Germany, the Netherlands, Georgia and Kazakhstan, and from our server abroad, no connection was established.
- We found no official explanation from Rosreestr; on top of that, the website runs on the ministry’s NUC certificate.
- EGRN extracts are ordered on Gosuslugi; an online extract on their own property is free for the owner.
- Without the portal, there is a representative at an MFC with a notarized power of attorney; abroad, the power of attorney is certified at a consulate.
- Rosreestr counts “EGRN extract online” websites where you can’t log in through Gosuslugi among the signs of look-alikes.
- Via Liberum VPN’s Russian location, both pages responded; the location is free to test for 7 days, with no guarantee of success.

Frequently asked questions
Why won’t Rosreestr’s website open abroad?
In our October 10, 2026 measurement, Rosreestr’s server did not answer a single connection from Germany, the Netherlands, Georgia or Kazakhstan, while it served the pages to Russian probes in under a second. We found no official explanation from the agency.
How can I order an EGRN extract if I live abroad?
On Gosuslugi: an owner gets an online extract on their own property free of charge through their own account, while other types of extracts are usually paid. Another route is a representative who submits the request at an MFC under a notarized power of attorney.
Where can I get a power of attorney for an MFC if I’m abroad?
Russian consulates certify powers of attorney. Each consulate has its own appointment system and list of documents, and for complex powers of attorney they advise agreeing the text in advance with the institution where it will be submitted. We don’t give legal assessments.
Will a Russian IP help me open Rosreestr’s website?
When we checked through the Russian location of Liberum VPN (October 10, 23:17 UTC), both pages responded with code 200, but the program did not accept the NUC certificate on rosreestr.gov.ru; this was a one-off check without a browser. Login to the personal account goes through Gosuslugi, which may refuse entry with a VPN turned on. You can test a Russian IP free for 7 days: it may work for you.
Can I order an extract on “EGRN extract online” websites?
Rosreestr warns about look-alike websites: they have addresses resembling the official ones, price lists and advertising, and you can’t log in to them through Gosuslugi. The official channels are Gosuslugi, the websites of Rosreestr and Roskadastr, regional public service portals and MFCs.
