mos.ru from abroad: what opens and what doesn’t

In our checks on October 3 and 4, 2026, the mos.ru home page returned code 200 from Tbilisi, Moscow, Kazakhstan and Germany, but school.mos.ru (MES) timed out from Tbilisi, Kazakhstan and Germany. Russia’s Ministry of Digital Development says government portals work normally abroad, but does not name mos.ru or school.mos.ru. If the site asks you to turn off a VPN you aren’t using, contact its support, as the Ministry advises. You can test a Russian IP address for free (7 days with Liberum VPN), but we do not guarantee the result.

mos.ru from abroad: what opens and what doesn’t depends on the address. In our checks, the mos.ru home page opened from several countries, while the school service school.mos.ru (MES) did not respond from abroad. Below, we cover what we checked, what Russia’s Ministry of Digital Development says, and what you can try if the site doesn’t open or asks you to turn off a VPN, including a Russian IP address (free, no guarantees).

What we checked

The checks were made on October 3 and 4, 2026. We requested only the home page, using the GET method, without logging in and without using forms. We used two data sources: our server in a data center in Tbilisi (Georgia) and Globalping measurement nodes in different countries. Globalping sends the request with a program, not a browser, and does not run page scripts.

One-time measurement. One request from each point, at the time shown. Repeats were made only from our server in Tbilisi. The network type (home or data center) comes from the Globalping label: for the same network, the label differed between checks. We did not check logging in to the personal account, my.mos.ru or login.mos.ru.

What opens and what doesn’t

The www.mos.ru home page returned code 200 in all of our checks: from our server in Tbilisi (three times), and from Moscow, Kazakhstan and Germany. The school service school.mos.ru (the MES electronic school diary) did not respond from Tbilisi, Germany or Kazakhstan: connections timed out. One probe in Moscow got code 200 from it.

We don’t know the cause. We did not find any official note on access to school.mos.ru from abroad: the MES help page did not open during our check, and the mos.ru help page on logging in to the electronic diary does not mention another country, a VPN or an IP address. mos.ru from abroad: what the Ministry of Digital Development says

On April 27, 2026, the Ministry of Digital Development stated: “Key Russian websites, including Gosuslugi, bank websites and marketplaces, work normally for users abroad” (Kommersant). The ministry’s post on MAX refers to government portals, banks, marketplaces and aggregators. Neither mos.ru nor school.mos.ru is named in these statements.

The Ministry also advises contacting the service’s support team if a warning appears without a VPN (post on MAX; Parlamentskaya Gazeta, May 6, 2026), and trying again later if there are access problems (Vedomosti, April 27, 2026). Regarding Gosuslugi, it was reported that the portal should get a button for complaints about requests to “turn off VPN” (Kommersant, April 27, 2026).

What you can try

  • Check which page won’t open: the mos.ru home page, the diary or the login. In our checks, the home page responded, while the school service did not respond from abroad.
  • If the site asks you to turn off a VPN and your VPN is off, write to the service’s support team, as the Ministry advises. Attach a screenshot with the text and the time: that makes the request easier to process (this is our own advice).
  • If there is an access problem, switch networks: from hotel Wi-Fi to local mobile internet or to another operator (Parlamentskaya Gazeta, May 6, 2026).
  • Try again later: the Ministry advised doing so for access problems (Vedomosti, April 27, 2026).

A Russian IP for mos.ru and the school diary: you can test it for free

In our checks, school.mos.ru did not respond from Tbilisi, Kazakhstan and Germany, while one probe in Moscow got code 200 from it. On October 8, 2026, school.mos.ru also returned code 200 through the Russian location of Liberum VPN: it sent the app page that a script builds, and we did not test logging in. That hints that the IP address matters, but it is not proof, so there are no guarantees; you can test a Russian address for free.

Open the Liberum VPS bot, start the 7-day trial (no card needed), choose the Russian location, add the subscription link you receive to an app (for example, Happ), connect, and open the page you need on mos.ru or the school diary. What we don’t promise

  • That “the home page opens, so everything works”: we checked only home pages, without logging in.
  • That mos.ru and the school service are officially confirmed as available from abroad: the Ministry’s statements do not mention them.
  • That everything will open with a VPN turned on. In April 2026, major Russian services began restricting VPN use (T—Zh, April 15, 2026), and Gosuslugi should get a button for complaints about requests to turn off a VPN (Kommersant, April 27, 2026), so the result depends on the service.
  • That a Russian address will surely help: on October 8, school.mos.ru responded through the Russian location, but we did not test logging in or the diary itself. For Gosuslugi and VPN restrictions, see Gosuslugi not working abroad.

Frequently asked questions

Why does the mos.ru home page open while the school diary doesn’t?

In our checks, the home page returned code 200 from Tbilisi, Moscow, Kazakhstan and Germany. school.mos.ru did not respond from Tbilisi, Germany and Kazakhstan (timeout), while one probe in Moscow got code 200. We did not find an official reason.

Russia’s Ministry of Digital Development says services work abroad. Does that mean mos.ru does too?

Not necessarily. On April 27, 2026, the Ministry named “Gosuslugi,” bank websites and marketplaces, but mos.ru is not named in that wording. We did not find confirmation specifically for mos.ru.

What should I do if the site asks me to turn off a VPN when I’m not using one?

Contact the service’s support team, as the Ministry advises. You can also switch networks and try again later.

Will a Russian location help?

It may help, but there are no guarantees. In our checks, school.mos.ru did not respond from Tbilisi, Kazakhstan and Germany, while one probe in Moscow got code 200 from it: that is a weak hint that the IP address matters, but not proof. On October 8, school.mos.ru also returned code 200 through the Russian location of Liberum VPN, but we did not test logging in. You can test it for free: 7 days, no card needed.

We only checked home pages, without logging in or using forms. We did not check the personal account, my.mos.ru or login.mos.ru.
