If Russian Post asks you to turn off a VPN you aren’t using, make sure it’s off and contact support, as Russia’s Ministry of Digital Development advises. On October 3, 2026, 11 foreign test points and our Tbilisi server got code 417 and the warning to turn off the VPN. One request from a Russian location got code 200 on October 4, and the Russian Globalping points also got the regular page, so the answer seems to depend on the address. You can test a Russian IP address for free (7 days with Liberum VPN), but there was only one request, so there are no guarantees.

Below, we cover what we saw in our checks on October 3 and 4, 2026, what Russia’s Ministry of Digital Development advises, and what to do if the message doesn’t go away, including testing a Russian IP address (free, no guarantees).
Russian Post asks you to turn off a VPN: what we saw
The warning reads: “…has been blocked due to suspicious activity. Please make sure your VPN is turned off,” with response code 417. In our check on October 3, 2026, all 11 foreign Globalping points got this: home networks and data centers in Georgia, Armenia, Turkey, Germany and Kazakhstan. The Russian points (a home network in Kostroma and a data center in Moscow) got the regular page with code 200.
Our server in Tbilisi got 417 three times: on October 3 at 15:26 and 17:18 UTC, and on October 4 at 05:18 UTC. On October 4, the home page opened with code 200 through the Russian location of Liberum VPN on one request; we made no repeat requests.
In our checks, home networks abroad got 417 too. That is our conclusion from these checks: we found no explanation from Russian Post on its official pages.
What we checked: why Russian Post wouldn’t open
Each check was a single GET request to the pochta.ru home page, with no login, no forms and no JavaScript. We didn’t check parcel tracking or payments: we found no official confirmation that they work or don’t work from abroad.

Single checks. Each row is one check. The network type comes from the Globalping label; for one network, the label differed between checks. The October 4 results from Russian points come from one attempt each, so they can’t show whether access is stable.
What Russia’s Ministry of Digital Development and support say
On April 27, 2026, Russia’s Ministry of Digital Development said: “Key Russian websites, including Gosuslugi, bank websites and marketplaces, work normally for users abroad” (Kommersant). Russian Post isn’t named in this statement, and it isn’t mentioned in the Hi-Tech Mail and kod.ru reviews of April 15, 2026, either.
Russia’s Ministry of Digital Development advises that if you don’t use a VPN but still see the warning, you should contact the service’s support (the ministry’s post on MAX; Parlamentskaya Gazeta, May 6, 2026). What you can try: what to do if the message stays
- Check that the VPN on your device is really turned off. If the warning stays, move on to contacting support.
- Write to or call Russian Post support using the contacts on its official page. Attach a screenshot with code 417 and the text, as well as the “Request ID” from the warning: it makes your request easier to find (this is our advice).
- Switch networks: from hotel Wi-Fi to local mobile internet or to another carrier (Parlamentskaya Gazeta, May 6, 2026).
- Try again later: Russia’s Ministry of Digital Development recommended retrying when there are access problems (Vedomosti, April 27, 2026).
A Russian IP for Russian Post: you can test it for free
All 11 foreign Globalping points and our server in Tbilisi got the warning “Please make sure your VPN is turned off,” while the Russian points got the regular page. On October 4, through the Russian location of Liberum VPN, the home page also opened with code 200, but it was a single request. Also, a Russian address means connecting through a VPN, and the page asks you to make sure your VPN is off, so there are no guarantees. You can test it yourself for free.

- That the “work normally” statement applies to Russian Post: it isn’t named in the statements of Russia’s Ministry of Digital Development.
- That the October 4 result will repeat: it was one attempt with no repeats, so there are no guarantees.
- That parcels and payments work from abroad: we have no data on those features.

What about parcel tracking and payments from abroad?
We didn’t check them. We found no official confirmation that they work or don’t work from abroad.
