GIS ZhKH from abroad: what doesn’t open and why

GIS ZhKH, the state housing and utilities portal, does not open from abroad: in our checks, the connection to the site is not established, while the page opens from Russia. When GIS ZhKH won’t open, it helps to separate out the stage at which things break down. Why GIS ZhKH won’t open from abroad has not been officially explained. Below: what does not open in GIS ZhKH, what we checked, what we don’t know, and how to test a Russian IP address for free (no guarantees).

What doesn’t open in GIS ZhKH from abroad

GIS ZhKH is the state information system for housing and utilities. According to Russia’s Ministry of Construction, as quoted by ComNews on February 18, 2026, responsibility for developing the system has been transferred to the Ministry since 2021, and more than 15 million citizens use it. In our check, the dom.gosuslugi.ru home page has the same title in Russian, which translates as “State information system for housing and utilities.”

The Gosuslugi.Dom app works through GIS ZhKH. According to its App Store listing, where the developer is named in Russian as “Operator of the information system,” the app is used to submit meter readings, pay utility bills and send requests to the management company. You log in through a verified Gosuslugi account.

What we checked: GIS ZhKH abroad

A one-time check, October 3 and 4, 2026.

• Probe, Tbilisi, data center (our server): three runs, two on October 3 and one on October 4. The connection was not established: timeout after 10 seconds, no certificate received.
• Globalping, October 4, GET request to dom.gosuslugi.ru, eight probes: in Russia, a home probe (Moscow) and a data-center probe (Moscow): code 200, the page title “State information system for housing and utilities” (in Russian), and a GlobalSign certificate. In Germany, Kazakhstan and Georgia, one home probe and one data-center probe each: no connection was established; in one case with an ETIMEDOUT error.

All six foreign probes received no response, while both Russian probes received the page. We found no official reports of a GIS ZhKH problem abroad, so these data do not tell us the cause.

Why GIS ZhKH won’t open from abroad

According to our data, the cause lies before the certificate stage: the TCP connection to the site’s address is not established, so the browser receives neither the page nor a certificate error. This is what sets GIS ZhKH apart from banks, where the site responds but the browser does not trust the certificate.

In April 2026, Russia’s Ministry of Digital Development wrote that “state portals, banks, marketplaces and aggregators” continue to work normally abroad, while “technical restrictions are possible on the part of certain countries or providers.” These are general statements: they say nothing about GIS ZhKH, and our check does not confirm them for this site.

There are two gaps. We don’t know where on the route the connection is lost, and our check cannot tell us. We also did not find an official report of a GIS ZhKH problem abroad.

What you can try if GIS ZhKH won’t open

• Check your Gosuslugi account. The app’s help page lists the causes of authorization problems: no registered account on the Gosuslugi portal, and an email or phone number that is not confirmed on the portal.
• App technical support. If these causes are ruled out, the help page advises taking screenshots and sending them to the app’s technical support service.
• Test a Russian address. Our check showed the page from two Russian probes and no response from any of the six foreign ones, and on October 8 it also opened through our Russian location. More below.

A Russian IP for GIS ZhKH: you can test it for free

In our test, dom.gosuslugi.ru did not respond from any of the six foreign probes and opened from two Russian ones. On October 8, 2026, the home page also opened through the Russian location of Liberum VPN: code 200 and the page title “State information system for housing and utilities” (in Russian). We did not test logging in through Gosuslugi, and the app’s help page names a VPN among the causes of login problems, so there are no guarantees, but you can test it for free.

What we don’t promise

• That changing browsers will help. The connection fails before the browser stage: in our test, the timeout happened without any page and without a certificate error.
• That a VPN won’t interfere with login. The help page for the Gosuslugi.Dom app names a VPN service as one of the causes of authorization problems. We did not test login through our location, so we rely on the help page, not on our own check, and we do not guarantee the result.
• That moving to another foreign country will help. In our test, the connection was not established from Germany, Kazakhstan or Georgia, so moving from one foreign country to another changes nothing according to these data.
